About this opportunity
The City of Detroit Office of Contracting & Procurement is requesting quotes for emergency residential demolition at 1960 Clements, with proposals due August 19, 2026 at 2:00 PM EST and questions due by 12:00 PM EST the same day. Award will be based on price alone.
The property is a severely fire-damaged two-story, two-family brick dwelling that collapsed to the first floor and basement on August 8, 2026, creating an imminent public safety hazard. The Building Official has ordered immediate demolition under Detroit City Code 8-17-41 through 8-17-45 and NESHAP regulations (40 CFR 61 Subpart M). The exterior brick walls are structurally unsound and leaning outward with risk of further collapse endangering adjacent occupied dwellings and the public right-of-way. The property is condemned, owned by DLBA, and classified as a clear and present danger.
Contractors must submit pricing on a per-unit rate basis for demolition services (administration, supervisor, laborer, equipment, regulated and non-regulated trucking, asbestos-containing material disposal, construction debris disposal, and air monitoring) and backfill, grade, and site finalization services (labor, equipment, and subsurface and topfill materials). All unit rates must be single mean values without ranges or qualifications. Contractors are prohibited from including permit costs in bid prices; however, they must pay a $134.00 hydrant re-inspection fee if the hydrant fails inspection. The City assumes responsibility for wrecking and hydrant permits.
Critical compliance requirements include site visit with date-stamped photograph submitted as a single PDF, Combined Certificates of Authority, signed signature page, completed price sheets in Excel format, current standard documents, Affidavit of Disclosure of Demolition Contractors form, and proof of Income Tax and Account Receivables Clearance. All work must comply with the Scope of Services and City of Detroit Construction Contractor Guidelines (COVID-19). Pre-demolition activities must be completed within one calendar day of Notice to Proceed; demolition within three calendar days; backfill and grading with inspection requests within fourteen calendar days of Open Hole Approval. Backfill materials must comply with Michigan Part 201 Residential Cleanup Criteria and come from a Category 2 source approved on the City of Detroit Backfill platform. During DWSD water service line inspection and any lead service line removal, contractor performance dates will be paused and tracked in Salesforce. The successful vendor is subject to the CDD Abatement and Demolition Contractor Discipline Policy effective May 12, 2025. Payment terms are Net 30. Contact: Elisha Wright, wrightel@detroitmi.gov, 2 Woodward Avenue, Suite 1100, Detroit, MI 48226.
