About this file
This is an RFP note for an emergency residential demolition project prepared by the City of Detroit's Construction & Demolition Department (CDD) in coordination with the Building, Safety Engineering and Environmental Department (BSEED) and the Detroit Water and Sewerage Department (DWSD). The project involves the emergency demolition of a severely fire-damaged two-story, two-family brick dwelling located at 1960 Clements that collapsed to the first floor and basement, creating an imminent public safety hazard. The remaining exterior brick walls are structurally unsound and leaning outward with risk of further collapse that could endanger adjacent occupied dwellings and the public right-of-way. The fire occurrence date is August 8, 2026, and emergency timelines must be met regardless of whether Frost Laws are in effect. The property has been condemned, is owned by DLBA, and is classified as a clear and present danger to public safety due to its open, dangerous, and blighted condition.
The awarded contractor must use backfill material from a Category 2 source approved on the City of Detroit Backfill platform. Upon BSEED's issuance of Open Hole Approval, CDD will notify DWSD to verify existing water service line material and remove any lead service lines if present, with DWSD completing inspection and removal within five business days. During this hold period, the demolition contractor's term of performance will be paused, with dates tracked in Salesforce to ensure accurate contractor performance monitoring. The successful vendor will be subject to the CDD Abatement and Demolition Contractor Discipline Policy effective May 12, 2025, and must comply with all contractual timelines and requirements outlined in that policy.

If remaining front elevation were to give way, the debris would fall uncontrolled and likely land near or on sidewalk and public ROW.

DFD Fire Occurrence Date: 8/8/2026

Backfill:
· The awarded vendor must use backfill material from a Category 2 source approved on the City of Detroit Backfill platform. Please refer to the backfill platform for a current list of approved sources.
DWSD Lead Service Line Removal
· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:
1. Verify the existing water service line material; and
2. Remove any lead service lines, if present.
· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.
· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.
· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.
· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.
Discipline:
· The successful vendor will be subject to the “CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025”.
· This policy can be located in your Contractor Resources Folder or at the following link here. CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025.pdf
