About this opportunity
The City of Detroit Office of Contracting and Procurement is requesting quotes for emergency residential demolition at 17394 Fenton under an RFQ due September 8, 2026 through the City of Detroit Oracle iSupplier Portal, with quotes remaining binding for 120 calendar days after the deadline.
The City's Building Official has determined the one-story frame dwelling with garage is structurally unsound, unsafe, and in imminent danger of collapse, posing an immediate threat to public health and safety. The demolition was ordered September 2, 2026. Respondents must be prequalified through the City of Detroit Non-Proposal Demolition Program and must physically inspect the site before submitting a bid, including a date-stamped photograph taken by the bidder with their quote.
Scope includes pre-demolition preparation, complete structure removal, debris management, site backfilling with Category 2 source materials from the City of Detroit Backfill platform, and final grading. Performance is phased: demarcation and signage within one calendar day of Notice to Proceed; demolition completion within three calendar days; open hole inspection request within fourteen calendar days of approval; backfill and grading within fourteen calendar days of inspection approval; and final invoice within thirty calendar days of grade approval. The contractor must coordinate with the Detroit Water and Sewerage Department to verify water service line materials and remove any lead service lines, with an anticipated hold period of up to five business days from BSEED Open Hole Approval. Key requirements include OSHA Lead Awareness Training and asbestos awareness certifications for assigned personnel; dust control using two hoses with misting nozzles; maximum 20 mph sustained wind speed compliance; utility disconnection verification; and proper disposal of all debris as asbestos-containing waste to licensed Type II landfills. Backfill materials must meet Michigan Part 201 Residential Cleanup Criteria.
Award will be based on the lowest responsive and responsible bid with consideration to local preferences. The successful vendor must secure 100% performance and payment bonds and provide certificates of insurance within five business days of award notice. Contractors are not responsible for permit costs and bear the expense of replacing any sidewalk flags damaged during performance. The awarded vendor will be subject to the City of Detroit Construction & Demolition Abatement and Demolition Contractor Discipline Policy effective May 12, 2025. Payment terms are Net 30 per the City of Detroit Prompt Payment Ordinance.
