About this opportunity
The City of Detroit is soliciting quotes for emergency residential demolition at 16053 Novara through an RFQ with quotes due October 6, 2026. This is an emergency procurement from the City's pre-qualified Demolition Program vendors, and all respondents must physically visit and inspect the site before submitting bids, attaching a date-stamped photograph that differs from the City's provided image.
The scope encompasses complete demolition of the residential structure, including site preparation, building dismantling, debris removal, utility disconnection coordination, hazardous-material abatement (asbestos and lead-based paint), proper waste segregation and disposal, and site restoration to a condition suitable for future development. The contractor must obtain all necessary permits and comply with local, state, and federal environmental regulations and industry safety standards.
Pricing is submitted on a unit-rate basis across two categories: Demolition (administration, supervisor, laborer, and equipment on an hourly basis; regulated and non-regulated trucking; asbestos-containing materials and construction debris disposal per ton; and air monitoring per parcel) and Backfill, Grade & Site Finalization (administration, supervisor, laborer, and equipment by the hour; backfill material below twelve inches and topfill material for the top twelve inches by the ton). All respondents must enter mean average rates with no ranges, qualifying notes, or blank fields; the City reserves the right to request rate clarification within twenty-four hours of submission.
Award will be based on the lowest responsive and responsible bid with consideration given to local preferences. Successful vendors must provide 100% performance and payment bonds within five business days of award, submit Certificates of Insurance naming the City of Detroit and Detroit Land Bank Authority as additional insureds, and complete all work within the timeframe specified in the Scope of Services. Quotes are binding for 120 calendar days. Vendors in arrears, debarred, lacking current licenses and insurance, or without City clearances will be rejected. The City reserves the right to award to one or multiple vendors, reject all quotes, or cancel the RFQ.
