About this opportunity

The City of Detroit Office of Contracting & Procurement is requesting proposals for emergency residential demolition services at 14218 Maiden Avenue under RFQ 186790, with proposals due August 11, 2026 at 10:00 a.m. EST and questions due August 11 at 9:00 a.m. EST. The City Building Official issued a Notice of Emergency Ordered Demolition on August 4, 2026, declaring the structure unsafe and in immediate danger of collapse.

Scope includes complete structure demolition, debris removal and disposal, utility disconnection and capping, foundation removal or proper treatment, and site restoration to a safe and serviceable condition in accordance with Michigan state and local building codes and applicable environmental standards. Contractors must conduct on-site property visits, submit date-stamped photographs combined in a single PDF with their bids, obtain all required permits and licenses, and coordinate with local authorities. Contractors are not responsible for permit costs (wrecking or hydrant permits) but are responsible for hydrant re-inspection fees of $134.00 if the hydrant fails. Site security, dust control, and erosion prevention measures during demolition are required.

Pricing is the sole evaluation criterion; responses will be ranked by lowest cost. The contract outcome is a Purchase Order with Net 30 payment terms. All proposals must include the completed price sheet in Excel format, item cost sheet, signed signature page, combined certificates of authority, proof of income tax and accounts receivable clearance, standard documents, and an affidavit of disclosure. Contractors utilizing sub-contractors must submit all required sub-contractor documentation. Zip files are prohibited from submission.

Contractors must provide their Federal Employer ID number, total employee count, and number of employees residing in Detroit on the signature page. No pre-proposal conference is scheduled. Contact Buyer Elisha Wright (wrightel@detroitmi.gov) or Cedric McCree (mccreec@detroitmi.gov, 313-670-7878) for questions.
