About this file
This is a request for proposal note from a Michigan state or local jurisdiction regarding emergency residential demolition services at 14218 Maiden. The document serves as a directive to include specific demolition requirements and project parameters in the formal RFP solicitation. The project involves the demolition of a residential structure at the specified address, classified as an emergency demolition effort. The scope of work requires contractors to address the property's demolition in accordance with applicable safety and environmental standards. While specific response dates, due dates, and site visit schedules are not detailed in this note document itself, the notation indicates these elements should be incorporated into the formal RFP package distributed to prospective bidders. The emergency designation suggests an expedited timeline for project completion compared to standard demolition contracts.
The note does not contain explicit pricing terms, set-aside provisions, or detailed funding information within its content. As a preliminary planning document rather than the complete RFP, it appears designed to ensure that all relevant demolition specifications and emergency project requirements are properly documented and communicated to bidders in the formal solicitation. Contractors responding to the eventual RFP should anticipate standard demolition cost structures, debris removal and disposal requirements, and compliance with local environmental remediation standards typical for residential demolition projects in Michigan.

Backfill:
· The awarded vendor must use backfill material from a Category 2 source approved on the City of Detroit Backfill platform. Please refer to the backfill platform for a current list of approved sources.
DWSD Lead Service Line Removal
· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:
1. Verify the existing water service line material; and
2. Remove any lead service lines, if present.
· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.
· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.
· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.
· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.
Discipline:
· The successful vendor will be subject to the “CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025”.
· This policy can be located in your Contractor Resources Folder or at the following link here. CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025.pdf
