About this opportunity

The City of Detroit Office of Contracting & Procurement is requesting quotes for emergency residential demolition at 14053 Liberal Boulevard, Buildings 101 and 102, with proposals due August 11, 2026 at 10:00 a.m. EST and questions due the same day at 9:00 a.m. EST — an extremely compressed timeline. This is a price-only RFQ evaluated on lowest cost with no other scoring factors.

Building 101 is a 1–1.5 story brick single-family dwelling with extensive fire damage (fire date July 9, 2026), opened roof, structurally compromised second-floor walls at risk of collapse, and unmaintained yard with illegal dumping. Building 102 is a 1-story frame structure completely consumed by fire, leaving only the foundation outline and charred debris. Both properties are Detroit Land Bank Authority–owned and have been declared structurally unsound under Detroit City Code 8-17-41 through 8-17-45 and 40 CFR 61 Subpart M NESHAP regulations. Demolition must proceed regardless of frost law restrictions.

Scope includes complete structure demolition, debris removal to licensed Type II landfills, yard cleanup, and backfill and grading to grade with City of Detroit–approved Category 2 backfill material meeting Michigan Part 201 residential cleanup criteria. Contractors must conduct mandatory on-site site visits, submit date-stamped photographs combined into a single PDF, and comply with the CDD Abatement and Demolition Contractor Discipline Policy (effective May 12, 2025). Timelines are fixed: demarcation and notification within one calendar day; structure demolition within three calendar days; open hole approval and backfill completion within fourteen calendar days. Field supervisors must hold OSHA Lead Awareness Training; at least one crew member per site must hold asbestos awareness certification. The City will notify Detroit Water and Sewerage Department to inspect and remove any lead service lines if present; this work pauses the demolition timeline and is completed by DWSD within five business days at no contractor cost.

Bidders must submit pricing on provided Excel price sheets matching designated Oracle line items for three service categories: demolition without regulated asbestos abatement, backfill and grade, and site finalization. All cost fields must contain explicit dollar amounts; blank fields are not permitted. The City bears all permit costs including wrecking and hydrant permits; contractors are responsible only for hydrant re-inspection fees of $134.00 if the hydrant fails on residential properties. Payment terms are Net 30, FOB delivery using the lowest-cost carrier. Bidders must submit Combined Certificates of Authority, Income Tax and Account Receivables Clearance certificates, signed signature pages with authorized agent names matching Certificates of Authority, Affidavits of Disclosure of Demolition Contractors, and CRIO-related certificates. Bidders may not submit in ZIP format. No pre-proposal conference is scheduled.
