About this opportunity

The City of Detroit Office of Contracting and Procurement is requesting quotes for emergency residential demolition at 11021 Wilshire under an emergency RFQ with quotes due August 31, 2026. Pre-qualified status in the City's Demolition Program is required for eligibility.

The property is a two-story, single-family frame dwelling condemned and damaged by fire on August 21, 2026, with catastrophic structural failure including collapse of both floors into the basement and compromised foundation with fall hazards exceeding six feet. The scope of work includes removal of debris, proper handling of hazardous conditions, and site restoration using Category 2 backfill materials from the City of Detroit Backfill platform. Contractors must complete demarcation and notification within one calendar day of Notice to Proceed, structural demolition within three calendar days, request an Open Hole Inspection within seven calendar days, and finish backfill, grading, and final inspections within fourteen calendar days of Open Hole Approval. Field supervisors must hold OSHA Lead Awareness Training; at least one operator or laborer per site must hold asbestos awareness credentials. All debris must be disposed to licensed Type II landfills. Backfill materials must comply with Michigan Part 201 Residential Cleanup Criteria.

Respondents must submit completed Price Sheets in Excel format with cost line items for demolition work (with or without asbestos abatement), backfill and grade work, and site finalization, along with Professional Rate Schedules establishing unit rates for labor (administration, supervisor, laborer), equipment, material trucking, and disposal services. All rate fields must contain single mean or average unit rates; ranges, qualifying notes, and blank fields render submissions non-responsive. Respondents must provide a list of all proposed subcontractors with certifications and a site-visit photograph dated prior to bid submission. Quotes are binding for 120 calendar days. The City reserves the right to award all line items to one vendor or distribute awards based on lowest responsive and responsible bid price with consideration to local preferences. Successful vendors must provide 100% performance and payment bonds and Certificates of Insurance within five business days of award. The contractor will coordinate with Detroit Water and Sewerage Department for lead service line inspection and removal if required, during which the project timeline will pause. Payment follows the City of Detroit Prompt Payment Ordinance under Net 30 terms. The contractor must comply with the Construction & Demolition Department's Contractor Discipline Policy effective May 12, 2025.
