About this file
This document comprises notes for inclusion in a Request for Proposal (RFP) issued by the City of Detroit for emergency residential demolition services at 11021 Wilshire, Michigan. The project involves the demolition of a two-story, single-family frame dwelling that has been condemned and damaged by fire, with catastrophic structural failure including collapse of both floors into the basement and surrounding property. The property was originally ordered demolished by City Council on August 11, 2011, and has remained vacant since that time. The fire occurred on August 21, 2026, and the project is classified as an emergency demolition requiring adherence to emergency timelines regardless of frost law restrictions. The scope of work includes removal of debris, proper handling of hazardous conditions such as the collapsed chimney and compromised foundation with fall hazards exceeding six feet, and site restoration using approved backfill materials from Category 2 sources on the City of Detroit Backfill platform.
The awarded vendor must comply with the Construction & Demolition Department's "CDD_Abatement and Demolition_Contractor Discipline Policy" effective May 12, 2025. Additionally, the contractor must coordinate with the Detroit Water and Sewerage Department (DWSD) following receipt of the BSEED Open Hole Approval, which will trigger a five-business-day inspection period for verification of water service line materials and removal of any lead service lines if present. During DWSD's inspection and remediation period, the demolition project timeline will be paused and documented in Salesforce to ensure accurate tracking of contractor performance and contractual compliance. No changes to the demolition scope or contractor responsibilities result from the DWSD process.

Notes to Include in the RFP
BSEED Inspector Description: 2 story 1 family frame dwelling. Condemnation placard Posted.
Fire has caused catastrophic failure of all structural systems, resulting in collapse of 1st and 2nd floor into basement and onto surrounding property.
Front porch column remains free-standing and unsupported. Chimney collapsed during fire and is in the void. Foundation center has collapsed at both sides, posing fall hazard greater than 6' into basement void. Remaining foundation bowing outward at multiple locations. Vacant lot to the west. Occupied dwelling to the east. Originally ordered demolished by City Council on 08/11/2011, property has been vacant since that time and was unoccupied at time of fire.
Rec Emergency Demolition.
DFD Fire Occurrence Date: 8/21/2026
*Emergency timelines must be met regardless of if Frost Laws are in effect.
Backfill:
· The awarded vendor must use backfill material from a Category 2 source approved on the City of Detroit Backfill platform. Please refer to the backfill platform for a current list of approved sources.
DWSD Lead Service Line Removal
· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:
1. Verify the existing water service line material; and
2. Remove any lead service lines, if present.
· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.
· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.
· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.
· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.
Discipline:
· The successful vendor will be subject to the “CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025”.
· This policy can be located in your Contractor Resources Folder or at the following link here. CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025.pdf of
