About this opportunity
The Florida Division of Emergency Management is issuing a Request for Proposals (RFP) to establish Incident Management Team (IMT) Personnel Contracts with multiple Contractors. The selected Contractors will provide the Division with temporary incident management or support personnel during incidents or events that exceed the capabilities or capacities of a particular jurisdiction or agency. The initial contract term is for three years, with the option to renew for an additional three years. Contractors must be able to deploy IMT personnel within 12-24 hours of notification and provide a variety of IMT roles and capabilities, including Incident Commander, Public Information Officer, Safety Officer, Operations Section Chief, Planning Section Chief, Logistics Section Chief, and Finance/Administration Section Chief. The Contractors will work at the direction of the Division, and the location of assistance could be requested statewide. Contractors must provide hourly, overtime, and reserve/standby rates for all required personnel positions. Contractors must have at least 5 years' experience working in Emergency Operations Centers or Incident Command Posts during disaster incidents, and personnel must meet or exceed the minimum qualifications standards outlined in the NIMS National Qualifications System (NQS).
The contract opportunity is open to the state of Florida, as well as Leon County and the City of Tallahassee. The Division reserves the right to award contracts to more than one vendor or no vendors, for all or part of the work contemplated by this RFP, as determined to be the best value to the State. There is no guaranteed quantity of requested services, as the usage of this contract is wholly dependent upon the Division's needs at the time of an emergency event. The RFP does not specify any set-aside designations or restrictions on the types of organizations that can respond, and it does not list any incumbent vendors or current contractors.
