About this opportunity

The State Accident Insurance Fund Corporation (SAIF), an independent public corporation in Oregon, is requesting proposals for preventive maintenance and on-call services on emergency generator sets at two Salem facilities, with proposals due September 3, 2026 at 3:00 PM Pacific Time.

The scope covers semi-annual scheduled maintenance in July and January plus unscheduled maintenance on two Kohler generators (250REOZJE at the High Street Building and 300REOZJ at the Parkway Building) and associated automatic transfer switches. All scheduled maintenance must include oil pressure and temperature checks, fuel system inspections, battery testing, load transfer operations, and voltage/frequency adjustments per manufacturer specifications and NFPA 110 standards. The awardee must warrant all work for 90 days and deliver detailed service reports within seven calendar days of completion.

SAIF requires itemized pricing by location and service type, including separate line items for July service calls, January service calls, four-hour load bank tests, and unscheduled services; hourly rates for regular time, overtime, weekends, and holidays; and per-mile mileage charges.

Insurance requirements include professional liability with $1 million per-claim limits, commercial general liability with $2 million per-occurrence and $4 million annual-aggregate limits, and automobile liability with $1 million combined single limits. Workers' compensation is required if applicable.

The contract term is 36 months from signature, with services commencing November 1, 2026. Evaluation criteria are proposed cost, key-personnel qualifications, proposed contract terms, and references; SAIF reserves the right to conduct interviews and reserves sole discretion in selection. Questions are due August 13, 2026 at 3:00 PM Pacific Time, with responses published by August 20. Proposer interviews are anticipated September 14–18, 2026, and contract award is anticipated October 1, 2026.
