About this opportunity
The Illinois Department of Natural Resources is issuing an emergency final cost notice for golf course irrigation system repair work completed at Frank Holten State Park near Springfield, with the final contract cost of $32,757.88 due September 4, 2026.
This is a completed emergency procurement under 30 ILCS 500/20-30(b). The contract was awarded to Steinworks Welding and Mechanical (located in East St. Louis, Illinois) on May 19, 2026, to address an immediate failure of the pressure tank at the park's irrigation system that threatened to force facility closure and damage the greens. The scope included removal and replacement of an ACV valve in the pump house, installation of new PVC piping and fittings, provision and installation of a new 25-horsepower backup motor with wiring, and installation of a 2-inch actuator valve for the blow-off discharge pipe. The contractor was required to perform a minimum of 51 percent of work as the prime contractor.
Prior to award, IDNR conducted best-efforts outreach for Business Enterprise Program (BEP) vendors within a 100-mile and 50-mile radius using NIGP code 934-37 but identified no available BEP vendors. The neighboring region's master contract vendor could not meet the required timeframe. Steinworks Welding and Mechanical was selected based on demonstrated expertise with specialized valve repairs, existing state bid-buy system registration, and ability to mobilize immediately.
The contract is funded through State Appropriated Funds. Standard Illinois terms apply, including General Commercial Liability insurance ($1,000,000 per occurrence / $2,000,000 aggregate) and Worker's Compensation coverage. The State retains sole ownership of all work product. Payment is governed by the State Prompt Payment Act.
