About this file

This is an Emergency Purchase Statement issued by the State of Illinois Chief Procurement Office for General Services on behalf of the Illinois Department of Natural Resources (IDNR) for Frank Holten State Park in Bunker Hill, Illinois. The emergency procurement was necessitated by the failure of the existing pressure tank at the golf course's irrigation system, which threatened to force the facility to cease operations and risk significant damage to the greens if not immediately repaired. The scope of work involves the removal and replacement of an ACV valve in the pump house, including all associated PVC piping and fittings, a 25 horsepower motor, and a 2" actuator valve to restore proper water pressure to the golf course irrigation system. The contract was awarded to Steinworks Welding and Mechanical, located in East St. Louis, Illinois, on May 19, 2026, when the state agency communicated to the vendor to begin work.

The estimated expenditure for this emergency purchase is $32,757.88, with the amount designated as estimated pending submission of a final cost form within ten days of the succeeding month in accordance with Illinois Administrative Code. The contract is funded through State Appropriated Funds rather than federal or grant sources. Prior to vendor selection, IDNR conducted best efforts to identify qualified Business Enterprise Program (BEP) vendors within a 100-mile and 50-mile radius of the park using NIGP codes 934-37 but found no available BEP vendors. The agency also contacted the neighboring region's master contract vendor, who was unable to complete the work in the required timeframe. Steinworks Welding and Mechanical was selected based on its demonstrated expertise with specialized valve repairs, existing registration in the State's bid buy system, and willingness to complete the work expeditiously under emergency circumstances.

The existing pressure tank blew out so this is required in order to put a pressure regulator on that will allow for the Concessionaire to water the golf course greens without causing further damage to other equipment.
