About this opportunity
Eagle Mountain City, Utah is requesting proposals for its Well #5 Upgrade (EMC-FY27-09), which adds a prefabricated electrical building and related upgrades to an existing municipal groundwater production well. A mandatory pre-bid meeting is November 16, 2026 at 3:00 p.m., and proposals are due November 30, 2026 at 12:00 p.m. through the State of Utah's Public Procurement Portal. The decision-flipping constraint is the required subcontractor: the contractor must use one of five city-approved electrical contractors (Cache Valley Electric, GSL Electric, Silver Electric, Skyline Electric, or Wasatch Electric) and include that subcontractor's pricing in the bid.
Scope covers modifications to the existing building, a new HVAC system, a prefabricated Electrical House (E-House) with medium-voltage equipment, a variable frequency drive, a standby generator connection, and SCADA instrumentation and controls. The contractor provides all labor, supervision, materials, permits, testing, startup, and commissioning to deliver a complete, operational electrical building. The city has pre-purchased long-lead items, including the E-House, standby generator, well pump and motor, 480v switchgear, and two transformers. The contractor supplies all other equipment, wiring, and appurtenances. Closeout requires operation and maintenance manuals, as-built drawings, and commissioning records before final payment.
Bidders must submit a bid bond of 5% of the maximum bid price with the proposal. Upon award, the contractor posts 100% performance and 100% payment bonds. Required insurance includes general liability of $1,000,000 per occurrence and $3,000,000 aggregate, commercial automobile of $1,000,000 combined single limit, professional liability of $1,000,000 per claim and $3,000,000 aggregate, workers' compensation, valuable papers and records coverage, and builder's risk, with the city named as additional insured. The draft agreement requires work to begin within ten calendar days of the Notice to Proceed, makes time of the essence, sets a one-year warranty after substantial completion, allows retainage of up to 5%, and calls for payment within 30 days of invoice.
Proposals are scored on firm experience (30%), project team experience (30%), functional approach (20%), cost (15%), and introduction letter content (5%). Questions are due November 18, 2026, and award is anticipated December 7, 2026. Results will be posted after evaluation and emailed to bidders with a spreadsheet of all submitted amounts.
