Well No. 5 Upgrades Technical Specifications Summary
This document is a technical specifications manual for Eagle Mountain City's Well No. 5 Upgrade project (2306-033), a municipal water production facility improvement project. The scope of work includes upgrades to existing well pump systems, electrical infrastructure, and HVAC systems at the well site. The project encompasses multiple construction elements organized by the Construction Specifications Institute (CSI) format, including site preparation and grading, concrete work, structural modifications, electrical installations, mechanical equipment installation, and system controls. Key work items include mobilization, site grading and preparation, drainage improvements, concrete slabs and pads, wrought iron fencing, E-House installation and integration, pump installation and testing, comprehensive electrical work, roof modifications, HVAC system upgrades, gas chlorination system installation, and interior concrete replacement. The specifications indicate that Eagle Mountain City has pre-purchased certain long-lead items including the well pump and motor (Rhino Pumps), prefabricated E-House containing variable frequency drive and switchgear (Royal Wholesale Electric), standby generator (Caterpillar, already installed), switchgear (SKM), and two transformers (Royal Wholesale Electric). The contractor is responsible for all remaining equipment, materials, labor, and incidentals necessary to complete the project and place systems into operation.
The contract is structured as a stipulated price agreement with unit price and lump sum bid items detailed in Section 01 22 19. Payment procedures require monthly applications accompanied by updated progress schedules, with mobilization payment distributed on a percentage-based schedule tied to project completion milestones. The specifications require comprehensive closeout documentation including operation and maintenance manuals, product warranties and bonds, as-built drawings, and system commissioning records submitted prior to final payment. Contractor responsibilities include field engineering, site survey control, construction waste management and recycling, equipment startup and testing under manufacturer supervision, and demonstration of all systems to Owner personnel. The project demands compliance with American Concrete Institute (ACI) standards, electrical codes, and manufacturer specifications. No set-asides are indicated in the technical specifications, though the associated contract opportunity posting references a mandatory pre-bid meeting scheduled for November 16, 2026, and requires bid bond, performance bond, and payment bond submissions.
