About this opportunity
The Illinois Emergency Management Agency and Office of Homeland Security is requesting bids for decommissioning and disposal of a JL Shepherd Model 81-12 Irradiator containing three Cs-137 radioactive sources under IFB B-53599, with bids due August 26, 2026. Bidders must possess a U.S. NRC or Agreement State Specific License for Radioactive Material with appropriate possession limits for Cs-137 and explicit line-item authorization for on-site source extraction and servicing — this is the critical eligibility filter. Out-of-state contractors must obtain reciprocity approval from Illinois under 32 IAC 330.900 prior to beginning work.
The scope involves safe removal and disposition of approximately 90 curies of total current activity contained in Model 6810 capsules. The contractor must provide all necessary tools, equipment, shielding, radiation detection instruments, and specialized transfer equipment for disassembly and removal. The contractor must hold appropriate DOT and NRC certification for packing and shipping radioactive materials in shielded containers. Upon completion, the contractor shall provide documentation of final radiation leak tests and an official receipt/transfer form confirming transfer of liability and possession. The contractor assumes full liability for final disposition of the radioactive material, whether through disposal or refurbishment.
Work is performed at IEMA-OHS, 1301 Knotts Street, Springfield, Illinois, with attention to Sean Beasley. The initial contract term commences upon execution and extends through June 30, 2027, with a maximum total term not to exceed ten years including any renewals or extensions. Contract pricing is estimated, with the maximum amount to be entered by the state prior to execution. No small business set-asides apply. Award will be made to the lowest priced responsive and responsible bidder. Bid prices must remain firm for 90 days from opening. All bids must be submitted electronically through BidBuy and accompanied by Vendor Disclosure or IPG Active Registered Vendor Disclosure forms.
