About this file
This is a Scope of Work document for the Illinois state government's disposal of a radioactive irradiator device located at 1301 Knotts Street, Springfield, Illinois. The project involves the removal and disposition of radioactive sources—specifically three Cesium-137 (Cs-137) sources from a JL Shepherd Model 81-12 Category 2 Beam calibrator containing approximately 90 curies of total current activity housed in Model 6810 capsules. The vendor selected for this project must possess a U.S. Nuclear Regulatory Commission (NRC) or Agreement State Specific License for Radioactive Material with appropriate possession limits for Cs-137 and explicit line-item authorization for on-site source extraction and servicing. Out-of-state vendors must obtain reciprocity approval from the State of Illinois under 32 IAC 330.900 prior to commencing work. Any subcontractors performing work must maintain equivalent licensing, certification, and training credentials. The vendor is responsible for providing all necessary tools, equipment, shielding, radiation detection instruments, and specialized transfer equipment required for safe disassembly, removal, and placement of sources into appropriate shipping containers.
The vendor must possess appropriate certification and training on U.S. Department of Transportation and NRC requirements for packing and shipping radioactive materials in specialized shielded containers. Upon completion, the vendor shall provide documentation of final radiation leak tests and an official receipt/transfer form confirming the transfer of liability and possession of the radioactive material. The vendor bears full liability for the final disposition of the radioactive material, whether through disposal or refurbishment for alternative use. Photographs of the equipment are available to potential bidders upon request to facilitate informed proposal submission.

Exhibit A - NCL Irradiator Disposal Scope of Work
1. Removal and disposition of radioactive sources from JL Shepherd Model 81-12 Category 2 Beam calibrator with 3 Cs-137 sources.
2. Work to be performed at 1301 Knotts St., Springfield, IL 62703.
3. We must verify that the Vendor has a U.S. NRC or Agreement State Specific License for Radioactive Material, with appropriate possession limits for Cs-137 at the current activity of the beam calibrator. In addition, the Vendor license must contain specific line-item authorization for “on-site source extraction and servicing.” If the Vendor is out-of-state, they must be able to file for reciprocity with the State of Illinois under 32 IAC 330.900 and have this approval in hand prior to beginning any onsite work. The vendor will also require appropriate certification for training on U.S. DOT and NRC requirements for packing and shipping radioactive sources in specialized shielded shipping containers.
4. Any subcontractors will need equivalent licensing, certification, and training as listed in Item 3 for any work they perform.
5. Vendor will need to provide all tools, equipment, and shielding necessary to safely disassemble and remove sources from the beam calibrator. In addition, they will provide transfer equipment for placement of the radioactive sources in appropriate shipping containers for final disposition. The Vendor will also need to bring appropriate radiation detection instruments to perform comprehensive radiation leak tests and radiation contamination surveys.
6. The calibrator contains 3 Model 6810 capsules containing Cs-137, approximately 90 curies total current activity.
7. The Vendor will need to provide documentation of final radiation leak tests and an official acknowledgement of receipt/transfer form to provide proof that liability and possession has been transferred.
8. The Vendor will have liability for final disposition of the radioactive material, whether that be disposal or refurbishment for other use.
9. Photos can be made available to potential bidders upon request.
