Quote submissions must be made via email to Procurement Analyst Jesse Cornwell at ContractsUnit@cdpr.ca.gov on company letterhead and must include itemized pricing, applicable sales tax, discounts, total costs, shipping fees, e-waste fees if applicable, and a validity period of at least 30 days. Vendors certified as Small Businesses (SB) or Disabled Veteran Business Enterprises (DVBE) may claim preference, with tie-breaker provisions favoring certified SB/DVBE vendors, and bidders must meet a minimum 3% DVBE participation goal unless otherwise waived. All bidders must complete the Commercially Useful Function (CUF) Questionnaire and submit DVBE Declarations (DGS PD 843) if claiming DVBE participation, ensuring that disabled veteran owners maintain at least 51-percent ownership of materials, supplies, services, and equipment provided. Bidders must comply with Executive Order N-6-22 regarding Russian sanctions, plastic trash bag certification compliance under Public Resources Code 42290 et seq., and the Darfur Contracting Act under Public Contract Code Sections 10475-10481.
