The West Virginia Division of Natural Resources, through the Department of Administration Purchasing Division, is soliciting bids for the construction of a new State Park Headquarters Building at Elk River Trail State Park in Clay, West Virginia (CRFQ 0310 DNR2500000008). This is a lump sum construction contract for a complete building and site construction project classified under commodity code 72100000 for Building and Facility Construction and Maintenance Services. The project scope encompasses construction of a 1,664 square foot single-story administrative headquarters building featuring office spaces, a mercantile/gift shop, kitchen, staff facilities, public restrooms, mechanical room, and storage areas, along with site improvements including parking areas, landscaping, drainage systems, utilities, and a 25-foot flagpole. The building will be Type V-A construction with Business occupancy classification, utilizing wood-framed construction with concrete foundations and slabs, fiber cement lap siding, asphalt shingles, ceramic tile flooring, and complete mechanical, plumbing, and electrical systems with 200-amp service capacity. The project includes a base bid for the headquarters building with grading and stone subbase, plus two additive alternates: Alternate No. 1 for asphalt pavement of the entrance drive and parking area, and Alternate No. 2 for a simulated railroad section in front of the building. Bids are due December 19, 2024, at 1:30 p.m. ET, with a mandatory pre-bid meeting at the project site in Clay County, and a question submission deadline of December 4, 2024, at 4:00 p.m. ET. Contractors must submit pricing as lump sum amounts for the base bid and each additive alternate, and the contract will be awarded to the lowest qualified responsible bidder based on complete compliance with all technical specifications and contract requirements.
