Summary: ELK RIVER TRAIL NEW HQ BUILDING PROJECT MANUAL

This is a comprehensive Project Manual for the Elk River Trail New Headquarters Building, a construction project for the West Virginia Division of Natural Resources (WV DNR) located at 12 Buffalo Creek Road, Clay, WV 25043. The project involves construction of a one-story, approximately 1,000 gross square foot wood-framed building with a hip roof and gable dormer, designed in the style of rural late 19th/early 20th century Appalachian depot architecture. The building will contain office/break room space, two restrooms, and retail/point-of-sale counter with visual displays. The structure will be supported by reinforced concrete footing and foundation walls with a reinforced concrete floor slab finished in ceramic tile planks. The project includes site work comprising earthwork, a small parking lot, sidewalks, bicycle racks, and a water fountain. Two additive alternates are available: Alternate No. 1 for paved parking lot and entry drive installation, and Alternate No. 2 for re-created railroad track section installation. The project is being designed by WYK Associates, Inc. (Architect) with consulting engineers including Civil & Environmental Consultants, Inc., Studio on Stony Run PLLC, CAS Structural Engineering, Inc., and Miller Engineering, Inc. The Project Manual encompasses detailed specifications across 33 divisions covering general requirements, concrete work, masonry, framing, exterior and interior finishes, mechanical, electrical, plumbing, and telecommunications systems.

The contract is structured as a single prime contract with provisions for coordination among separate contractors and subcontractors. Submittal procedures require electronic PDF submissions with specified formatting and timelines, including 15-day review periods for initial submittals and resubmittals. Quality assurance requirements mandate ACI-certified personnel for concrete work, qualified testing agencies for field inspections, and specialized installers for various trades including flooring, painting, and casework installation. The Project Manual does not contain explicit pricing information, funding sources, or award dates within the specifications reviewed. Contractor responsibilities include providing temporary facilities (utilities, sanitary facilities, fire protection), maintaining the project site, progress cleaning, and final closeout documentation including warranties, operation and maintenance manuals, record drawings, and demonstration and training for Owner's personnel. Contract closeout includes submittal of warranties, compliance certifications, project record documents in both hard copy and electronic PDF formats, and maintenance material packages (5 percent spare materials minimum for paints and finishes).

1.3 WORK COVERED BY CONTRACT DOCUMENTS

A. Project Identification: ELK RIVER TRAIL NEW HQ BUILDING

B. Project Location: 12 Buffalo Creek Road, Clay, WV 25043

C. Owner: West Virginia Division of Natural Resources (WV DNR)

D. Owner's Representatives: Don Bailey, Jr., PE, PS, PEM Construction Project Manger

E. Architect: WYK Associates, Inc.; 205 Washington Avenue, Clarksburg, WV 26301

F. The proposed Elk River Headquarters Building is located in Clay, WV. The building is a one story, approximately 1,000 G.S.F., wood framed building with a hip roof and gable dormer. The structure will be supported by reinforced concrete footing and foundation walls in conjunction with a reinforced concrete floor slab. The design inspiration is based off rural, late 19th century / early 20th century depot, which were spotted throughout Appalachia. The structure is adjacent to a former railroad track, now the Elk River Trail paralleling the Elk River. The interior of the building will house a small office / break room area, two restrooms and retail / Point of Sales Counter along with visual displays of the trail. The floor will be all ceramic tile planks to give the illusion of wood, for low maintenance and durability. The exterior of the building is capped with a hip roof and fiberglass asphalt shingles to harkon back to the look of slate roofs, commonly found on such structures. The siding is painted, cement board lap siding and windows are aluminum clad wood windows. There are large, decorative brackets visually supporting

2. Imperative mood and streamlined language are generally used in the Specifications. Requirements expressed in the imperative mood are to be performed by Contractor. Occasionally, the indicative or subjunctive mood may be used in the Section Text for clarity to describe responsibilities that must be fulfilled indirectly by Contractor or by others when so noted.

a. The words "shall," "shall be," or "shall comply with," depending on the context, are implied where a colon (:) is used within a sentence or phrase.
