Deliverables include installation of 2 inches of polyiso insulation and 1/2 inch coverboard beneath the PVC membrane, provision of roof walkway pads, mechanical scope work including lifting and resecuring roof-mounted HVAC units and related equipment, and electrical scope work including disconnection and reconnection of power to lifted equipment. Qualified contractors must hold current licensing from the Utah Division of Occupational and Professional Licensing with sufficient monetary limits and comply with Utah Code 58-55-301; they must field-verify all dimensions and conditions before submitting bids and demonstrate the ability to manage construction phasing with the owner and architect. The evaluation criteria awards the contract to the lowest responsive and responsible bidder meeting all specifications and requirements outlined in the bid documents. Key dates include a mandatory pre-bid conference on February 4, 2026 at 10:00 a.m. at the school site, with questions due by February 13, 2026 at 12:00 p.m. (MST) through Periscope S2G, and all bid responses due by February 19, 2026 at 2:00 p.m. (MST) submitted to MHTN Architects c/o Clifford Curtis at 280 South 400 West, Suite 250, Salt Lake City, UT 84101. Site work may commence as early as June 8, 2026, with substantial completion required by August 7, 2026, and final completion by September 1, 2026.

This procurement is open to all qualified contractors meeting the specified requirements, with no identified set-asides for disadvantaged enterprises or other restricted categories. Contractors must certify compliance with Utah Code 63G-27 (S.B. 97) regarding boycott restrictions, including that they are not engaged in economic boycotts of the State of Israel, traditional energy or mining companies, firearm manufacturers, or other specified entities. All contractors performing work on Jordan School District premises must maintain Worker's Compensation Insurance, Employee's Liability Insurance with $1,000,000 per occurrence limits, Comprehensive General Liability of $2,000,000 combined single limit, Comprehensive Automobile Liability of $1,000,000, and Umbrella or Excess Liability Coverage of $5,000,000 with the district named as additional insured. Bidders must submit a bid bond equal to five percent (5%) of the total bid price from a corporate surety licensed in Utah with an AM Best Rating of A-VIII or better, and upon award, contractors must deliver performance and payment bonds equal to 100% of the total construction contract price. The base bid must include a construction contingency allowance of $75,000, with the roofing system carrying a manufacturer's warranty of 30 years from substantial completion and a contractor's warranty of five years; liquidated damages are assessed at $1,000 per calendar day for delays beyond substantial completion. While a specific contract award value is not explicitly stated, the project scope and requirements indicate a substantial construction project with comprehensive insurance, bonding, and warranty obligations typical of large-scale educational facility improvements.
