About this opportunity

The City of Waterbury Department of Education is requesting bids on elevator installation projects at two elementary schools under ITB 8799, with sealed bids due July 2, 2026 at 11:30 a.m. and a mandatory pre-bid conference at 9:00 a.m. on June 16, 2026. Connecticut state set-asides require a minimum of 25 percent of state-funded contract value awarded to DAS-certified small businesses and 6.25 percent to minority-, women-, and disabled-owned businesses.

The scope encompasses new elevator shaft installations, structural modifications, mechanical and electrical systems integration, architectural finishes, and site work at Driggs Elementary School (77 Woodlawn Terrace, Project 151-0315) and Woodrow Wilson Elementary School (235 Birch Street, Project 151-0316), designed to provide ADA-compliant vertical circulation. The pre-bid conference is mandatory and will be held at both school locations sequentially; attendance and on-time sign-in by a representative of each bidder are required at each location.

Contractor milestones include completion of all demolition with weathertight protection, work in designated storage and corridor spaces with finishes and MEP fixtures, fire-rated barriers, and backfilled elevator shaft foundations by August 20, 2026, prior to the school year start. Substantial Completion is required by December 15, 2026, and Final Completion by February 10, 2027. The City reserves the right to make one award or separate awards for each school project.

All bids of $50,000 or more must be accompanied by bid security equal to ten percent of the bid price. The selected contractor must furnish a 100 percent performance bond and potentially a 100 percent payment bond. Prevailing wage rates per Connecticut Department of Labor standards (dated May 18, 2026) apply. Required insurance includes General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation (statutory limits), Excess / Umbrella Liability ($5,000,000), Contractors Pollution Liability ($1,000,000), and Builder's Risk equal to construction value. The contractor must comply with Davis-Bacon Act, federal American Recovery and Reinvestment Act requirements, HUD Section 3 Clause provisions, and the City of Waterbury Good Jobs Ordinance, and file an Affirmative Action Plan with the Commission on Human Rights and Opportunities prior to construction commencement. Compensation is limited to the bid amount with five percent retainage at the City's discretion. Contact Maureen McCauley at 203-574-6748 or mmccauley@waterburyct.org.
