About this file
This is an addendum issued by the City of Waterbury, Connecticut, Department of Purchasing to ITB 8799 for elevator installation projects at two elementary schools. The addendum, dated June 9, 2026, amends the contract documents by replacing the original ITB 8799 06032026.pdf document with an updated version (ITB 8799 06092026.pdf), with revisions to Pages 8 and 20 removing a downloadable link to additional documents. The referenced project documents, "Driggs_FULL SET Re-Bid.pdf" and "Wilson_FULL SET Re-Bid.pdf," are now directly accessible through ProcureWare and the DAS website. A mandatory pre-bid conference is scheduled for June 16, 2026, at 9:00 a.m., with sealed bids due July 2, 2026, at 11:30 a.m. The projects involve ADA-compliant elevator installations at Driggs Elementary School (77 Woodlawn Terrace, Project 151-0315) and Woodrow Wilson Elementary School (235 Birch Street, Project 151-0316), with key milestones including demolition and weathertight protection completion by August 20, 2026, Substantial Completion by December 15, 2026, and Final Completion by February 10, 2027.
Proposals exceeding $50,000 must be accompanied by proposal security in the form of a certified check or bid bond equal to ten percent of the total proposal price. Connecticut state set-asides apply, requiring a minimum of 25 percent of state-funded contract value be awarded to DAS-certified small businesses and 6.25 percent to minority-, women-, and disabled-owned businesses. The City reserves the right to make one award or separate awards for each school project. Selected contractors must furnish a 100 percent performance bond and potentially a 100 percent payment bond, comply with prevailing wage rates per Connecticut Department of Labor standards (dated May 18, 2026), Davis-Bacon Act requirements, and the City of Waterbury Good Jobs Ordinance. Required insurance includes General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation (statutory limits), Excess/Umbrella Liability ($5,000,000), Contractors Pollution Liability ($1,000,000), and Builder's Risk equal to construction value. Compensation is limited to the bid amount with five percent retainage at the City's discretion.
