About this opportunity
The Commonwealth of Pennsylvania Department of General Services is soliciting an Invitation to Qualify (ITQ) for elevator, escalator, dumbwaiter, handicap lift, tramway, travelator, and mechanical mover maintenance, repair, and limited component-level modernization services, with qualifications accepted through March 31, 2031.
This is a qualification-based contract vehicle, not a traditional competitive bid. All responsive and responsible bidders meeting minimum qualifications will be awarded contracts and issued purchase orders by using agencies. The contract structure includes three commodity categories: Annual Maintenance and Repair Service Agreements (UNSPSC 72101506-ITQ-602), Time and Materials Service Maintenance Agreements (39120000-ITQ-603), and Maintenance Modernization and Upgrades (81110000-ITQ-604). Work is limited to existing equipment governed by ASME standards; the contract excludes full system replacement and changes to system capacity or operational capability.
Minimum qualifications require five years of comparable service experience, three reference contracts from the past five years, and Workers' Compensation and Commercial General Liability insurance with minimum $250,000 per person and $1,000,000 per occurrence coverage. Contractors must register as Pennsylvania Suppliers, obtain a vendor number through the PA Supplier Portal, and complete all qualifications electronically through JAGGAER. Certifications required include Iran Free Procurement, Worker Protection and Investment, and Lobbying Certification and Disclosure forms.
The initial term is five years with one optional five-year renewal and a possible 90-day extension. The Commonwealth may discontinue new contractor qualifications approximately 60 days before contract term expiration. Local Public Procurement Units may participate at identical prices and terms under COSTARS provisions. All contractors must pay enhanced minimum wage of at least $15.00 per hour. Small Diverse Business Bidders pay a $166 COSTARS administrative fee; Self-Certified Small Business Bidders pay $500; all other bidders pay $1,500 to permit COSTARS participation. Post-award performance evaluations will be conducted for contractors with significant usage, with poor performance potentially resulting in restriction or removal from the contract.
