About this file
This Statement of Work outlines an Invitation to Qualify (ITQ) for Elevator, Escalator, and Mechanical Movers Maintenance and Repair Services issued by the Commonwealth of Pennsylvania, Department of General Services (DGS), Bureau of Procurement. The ITQ seeks to qualify responsible and responsive contractors to perform maintenance, repair, and limited component-level modernization services on existing equipment for Pennsylvania agencies. Covered equipment includes elevators, escalators, dumbwaiters, handicap lifts, tramways, travelators, and other lifting devices governed by ASME standards. The contract is not intended for construction projects or full system replacements. Services are offered under three commodity categories: Annual Maintenance and Repair Service Agreements (72101506-ITQ-602), Time and Materials Service Maintenance Agreements (39120000-ITQ-603), and Maintenance Modernization and Upgrades (81110000-ITQ-604). The ITQ has an initial term of five years with the option for one additional five-year renewal and an extension period not to exceed 90 days. The Commonwealth reserves the right to discontinue qualification of new contractors approximately 60 days prior to the end of the ITQ term or any extension period.
Contractors must meet minimum qualifications including a demonstration of at least five years of experience performing comparable services, submission of three reference contracts from the past five years, and provision of required insurance documentation including Workers' Compensation and Commercial General Liability coverage. Additionally, contractors must complete the Iran Free Procurement Certification, Worker Protection and Investment Certification, and Lobbying Certification and Disclosure forms. All insurance certificates must list the Commonwealth of Pennsylvania, Department of General Services as the certificate holder. The qualification process is conducted entirely electronically through the JAGGAER portal, and qualified contractors are required to create user profiles in this system. Contract awards are not guarantees of business, and contractors may be qualified and awarded contracts at any time during the ITQ term. The Commonwealth will conduct post-award performance evaluations for contractors receiving significant usage or performing project-based work, with continued performance concerns potentially resulting in restriction from future RFQs or removal from the ITQ.
