About this opportunity

The State of Colorado Department of Personnel & Administration is soliciting proposals for comprehensive elevator maintenance services across thirteen state-owned facilities in the Denver and Lakewood metropolitan areas under RFP AAGA 2027-0019, with proposals due September 4, 2026, at 2:00 p.m. Mountain Time. Service-Disabled Veteran Owned Small Businesses (SDVOSBs) are encouraged to submit proposals and must provide verification of certification through the U.S. Department of Veterans Affairs.

The scope encompasses preventive maintenance, emergency repairs, inspections, testing, and maintenance of elevator phones for thirty-eight elevators (passenger and freight units) manufactured by Dover, Otis, Kone, Montgomery, Westinghouse, and Smartrise across facilities at Sherman Street, Lincoln Street, Grant Street, Colfax Avenue, and Pierce Street locations. The contractor must comply with Colorado Conveyance Regulations and adopt ASME A17.1-2007, ASME A18.1-2005, and ASME A17.3-2005 standards. Personnel must hold Colorado State Patrol background clearances and state identification badges. The contractor must establish fully stocked spare parts inventory in supplied metal cabinets within ninety days of award, maintain an online information system updated weekly with service data, and meet a one-hour on-site response time for both standard business hours (7:00 a.m. to 6:00 p.m. weekdays) and after-hours/weekend calls, with liquidated damages of $1 per fifteen-minute increment for delays. Annual periodic inspections and five-year safety tests must be completed no later than May 15th each year with independent inspection and certification. The offeror must demonstrate experience maintaining at least thirteen buildings with multiple elevators and hold all required Colorado state and municipal conveyance licenses.

Evaluation criteria are technical capability and maintenance compliance, response time and emergency service reliability, supply chain and inventory management, personnel qualifications and company history, and cost. Proposals must be firm, fixed-price in U.S. dollars with all costs included; estimated costs are not acceptable. The contract term includes an initial period with optional extension up to five years total. The State anticipates issuing a Notice of Intent to Award by September 30, 2026, with contract execution estimated for October 31, 2026. The mandatory pre-proposal meeting and site visit occurred August 18, 2026, from 8:00 a.m. to 5:00 p.m. at the State Services Building in Denver. Vendor inquiries were due August 19, 2026, and notice of intent to bid was due August 21, 2026. Proposals must remain firm offers for 180 days following submission. Awarded offerors must register with the Colorado Secretary of State within ten business days of receiving the Notice of Intent to Award and provide a Certificate of Good Standing or Certificate of Existence prior to contract execution.
