About this opportunity
The State of Colorado Department of Personnel & Administration is soliciting proposals for comprehensive elevator maintenance services across thirteen state locations in Metro Denver under RFP AAGA 2027-0019, with proposals due September 4, 2026 at 2:00 PM Mountain Time, and a mandatory two-day pre-proposal meeting and site visit scheduled for August 10–11, 2026.
The scope encompasses preventive maintenance, emergency repair, and inspection services for thirty-eight elevators across thirteen locations in Denver and Lakewood, including the State Capitol Building, State Services Building, State Office Building, and Annex Building. The contractor must provide quarterly, semi-annual, and annual preventive maintenance; emergency and standard service calls with a maximum one-hour on-site response time during business hours (7:00 AM–6:00 PM, Monday–Friday) and after-hours (6:01 PM–6:59 AM weekdays and all weekend hours); maintenance of elevator phones; and on-site spare parts inventory. The contractor shall schedule annual periodic maintenance inspections and tests no later than May 15th each year and provide service schedules to the Capitol Complex Maintenance Manager at least forty-five days prior to commencement. Failure to meet the one-hour response time standard incurs damages assessed at one-quarter hourly rate per fifteen-minute increment until arrival. The contractor must maintain current licenses required by state, city, and local jurisdictions; complete background checks for all personnel; and comply with Colorado Conveyance Regulations and ASME A17.1 standards. Three current commercial references with buildings of similar size (minimum four elevators per building) are required.
Service-Disabled Veteran Owned Small Business (SDVOSB) offerors are encouraged. Proposals must include firm, fixed pricing in United States dollars with all related costs included; estimated costs will not be accepted. Monthly invoices are due within fifteen days following month-end. The contract term is an initial period with optional one-year extensions not to exceed five years total. The Notice of Intent to Award is estimated for September 16, 2026, with contract execution estimated by October 31, 2026. Vendor inquiries are due August 14, 2026, and intent to bid notifications are due August 21, 2026. Evaluation criteria include technical capability and maintenance compliance, response time and emergency service reliability, supply chain and inventory management, personnel qualifications and company history, and cost.
