About this opportunity

The Illinois Bureau of Property Management, acting through Central Management Services, is requesting bids on a three-year contract for inspections of elevators, escalators, chairlifts, and dumbwaiters at state facilities throughout Illinois, with bids due October 8, 2026 at 1:00 p.m. Central Standard Time. All vendor personnel performing work must hold current Office of the State Fire Marshal elevator inspector licenses and the vendor must possess an Elevator Inspection Company license at bid opening; pending licenses render a bid non-responsive.

The scope encompasses routine and periodic inspections of approximately 150 conveyances across multiple state locations, with significant concentrations in Chicago and Springfield. Inspections include witnessing annual no-load tests on traction elevators, pressure tests on hydraulics, and full-load tests conducted once during the contract term. Conveyances include various brands: Otis, Kone, Fujitec, and others. All inspections must comply with current ASME and ANSI safety codes adopted by the Illinois State Fire Marshal and are conducted during normal business hours unless otherwise agreed. The vendor must coordinate with state-contracted elevator maintenance vendors as applicable.

Labor is billed in half-hour increments at prevailing wage rates established by the Illinois Department of Labor, including wages, fringe benefits, employer expenses, travel, and overhead. Materials and products are invoiced at the vendor's cost, subject to verification. Travel time is billable from the vendor's business address (or designated regional Illinois service address if resulting in less travel time), but the state will not reimburse travel time exceeding distance from the stated business address. The contract term begins December 1, 2026, or upon execution, with a maximum total term not to exceed ten years including renewals or extensions. The vendor must maintain general commercial liability insurance of $1 million per occurrence and $2 million annual aggregate, auto liability of $1 million per occurrence, and workers' compensation as required by law. Bids must cover all line items; partial bids are not accepted. Award will be made to the single responsive and responsible low bidder. Incumbent vendor information and prior contract rates are available through a Freedom of Information Act request to CMS.FOIA@illinois.gov.
