About this file

This is a Bid Amendment Question and Answer document for the State of Illinois Bureau of Property Management (BoPM) related to a three-year contract for inspections of elevators, escalators, chairlifts, and dumbwaiters at state-owned facilities throughout Illinois, with bid opening scheduled for October 8, 2026 at 1 PM CST under solicitation number 27-416CMS-BOPM4-B-54232. The contract scope is limited to inspection services only, with no maintenance or repair work included. Bidders must employ personnel holding current Office of the State Fire Marshal (OSFM) elevator inspector licenses and possess an Elevator Inspection Company license at the time of bid opening, with pending licenses at bid opening rendering a bid non-responsive. For Chicago locations within state-owned buildings, OSFM licensing requirements apply despite the city's general exemption from the Elevator Safety and Regulation Act.

Pricing will be evaluated as unit rates multiplied by estimated hours across all three contract years. Travel time is billable from the vendor's business address to each worksite location, though vendors may designate a regional or Illinois service address if it results in less travel time; however, the State will not reimburse travel time exceeding the distance from the vendor's stated business address. The solicitation requests hourly rates rather than pricing by individual conveyance, and notably, six Springfield escalators appearing in both the elevators and escalators tables represent six total units. Information regarding the incumbent vendor and prior contract rates is available only through a Freedom of Information Act request submitted to CMS.FOIA@illinois.gov.

Bid Amendment Question and Answer Document

27-416CMS-BOPM4-B-54232

Elevator Inspections BoPM Locations Bid Opens on 10/08/26 at 1 PM CST

Question 1: Licensing timing: The Vendor/Staff Specifications section requires employees to hold an Office of the State Fire Marshal (OSFM) license during the life of the contract. Our Director of Elevator Services, an ASME QEI-1 certified officer of the company, is applying for his OSFM Elevator Inspector license, and the company is applying for an Elevator Inspection Company license. Will a bid be considered responsive if these licenses are pending at bid opening, provided they are issued before the contract start date?

Answer 1: No. These licenses must be in effect at the time of bid opening or the bidder will be deemed non-responsive.

Question 2: Chicago locations: Conveyances in the City of Chicago are exempt from the Elevator Safety and Regulation Act. For the Chicago buildings, is the OSFM license sufficient, or does CMS expect a City of Chicago credential or a specific inspection protocol?

Answer 2: Per the Administrative Code TITLE 41: CHAPTER ii: PART 1000: SECTION 1000.20 b), it states “This Part does not apply to a municipality with a population over 500,000 with the exception of any state-owned building within that municipality. [225 ILCS 312/10(d)].

Therefore, you statement is incorrect as written as this contract is for state-owned buildings, so the requirements of the Elevator Safety Rules are applicable for Chicago locations.

Question 3: Travel: The Transportation and Delivery section allows travel time from the vendor's business address. May a vendor designate a regional or Illinois service address for travel billing? Does CMS cap billable travel time per visit?

Answer 3: Per Section 1.5. of the Contract document, “Travel time will be allowed from Vendor’s business address to location address of worksite.” If the awarded Vendor wants to charge from a location that is less travel time, the State has no objection. However, we will not allow more travel time per visit than from the Vendor’s business address to the location address of the worksite.

Question 4: Evaluation: Will line items 1–24 be evaluated as unit rate multiplied by the estimated hours shown, summed across all three contract years?

Answer 4: Yes.

Question 5: Current contract: Can you share the incumbent vendor and the prior contract's rates or annual spend?

Answer 5: Bidder would have to submit a FOIA request for that information. You may submit your request via email to CMS.FOIA@illinois.gov

Question 6: Unit count: The 6 Springfield escalators (Otis, "Lobby each floor") appear in both the Elevators table and the Escalators table. Is that 6 units total or 12?

Answer 6: These are 6 escalators that should not have been listed in the elevator section. However, the solicitation is asking for hourly rates pricing not by conveyance.

Question 7: I just wanted to clarify if this contract is for an elevator service company to provide maintenance, repair, and inspection services or if this is for an elevator inspection company to only witness inspections. The wording makes the contract sound like this contract is only for a QEI to witness inspections.

Answer 7: Per Section 1.1 of the Contract document this contract is “for inspections…” There is no maintenance or repair under this solicitation nor any resulting contract.
