About this opportunity

Sacramento County's Contract & Purchasing Services Division, on behalf of the Department of Technology and Department of Community Development, is seeking a commercial off-the-shelf Electronic Plan Review Software System through RFP #2022-GEN-0010. The procurement targets a comprehensive solution that requires minimal additional programming and can be rapidly implemented, complying with California State laws for electronic data storage and transfer. Proposers must currently supply Electronic Plan Review solutions in production within California and provide software implementation, project management, application maintenance, data migration, and system integration services. The evaluation process will be two-phased, with the first phase assessing written proposals on minimum qualifications, organizational experience, solution requirements, technical capabilities, and project management methodology. Qualifying proposers will advance to a second phase involving product demonstrations, reference checks, and cost evaluations. Key dates include a March 30, 2022 deadline for questions via ProcureNow.com, with proposal submissions due on April 13, 2022, at 4:00 PM PST. The County plans to award the contract on May 11, 2022, and proposals will remain valid for 120 days after the closing date.

The RFP offers local and micro-business preference credits, providing potential 5% (local) and 2% (micro-business) advantages for qualifying businesses. Proposers must have been in business for at least five years and provide references, with at least two from public sector organizations. The solution must integrate with the County's existing Accela building, permitting, and licensing system, supporting three implementation environments: Development, Quality Assurance, and Production. While no specific incumbent vendor is mentioned, the County requires comprehensive system capabilities including security, data migration, configuration, testing, and documentation. The RFP allows for both hosted and on-premise solutions, with the County reserving the right to make a single award, multiple awards, or no award at all. Though specific budget ranges are not explicitly stated, the comprehensive insurance requirements and detailed technical specifications suggest a significant investment, with professional liability and cyber liability insurance both requiring $5 million per claim and in aggregate. The contract's base term is 12 months, with potential extensions for up to four additional one-year terms, not to exceed a total of five years.
