About this opportunity
The Florida Department of Health (DOH), specifically the Office of Information Technology, Bureau of Clinic Management and Informatics, is seeking to procure electronic ordering interface maintenance through a single-source procurement for its Electronic Health Record (EHR) and Health Management System (HMS). The procurement is focused on maintaining interfaces for laboratory orders, prescriptions, and radiology tests, which are critical to delivering essential services in County Health Departments across Leon County. The intended vendor is Change Healthcare, who will provide software updates, modifications, and maintenance for the integrated health system. The procurement covers multiple NSPSC codes related to software maintenance, including proprietary systems maintenance, software patches/upgrades, content management software maintenance, and industry-specific software maintenance. The solicitation was posted on April 2, 2025, with a final submission date of April 23, 2025, and the contract term is anticipated to be three years. The primary objective is to ensure the continuity and functionality of the Department's health management technology infrastructure, which supports the protection, promotion, and improvement of health services for Florida residents.
This procurement is structured as a single-source acquisition, which effectively limits competition to Change Healthcare due to their exclusive rights to upgrades and enhancements for the specific EHR and HMS systems. No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly mentioned in the documentation. The estimated dollar value for this procurement is $800,000.00, covering the three-year maintenance period. Change Healthcare is identified as both the incumbent and proposed vendor, given their status as the sole manufacturer and distributor of the software systems. The procurement will be conducted in accordance with Chapter 60A-1.045 of the Florida Administrative Code, and the contract will support the seamless operation of critical health information technology systems across County Health Departments. The technology requires integration within the existing DOH infrastructure, maintaining the current technological ecosystem without significant systemic disruptions.
