About this opportunity

The City of Phoenix Public Works Department is requesting sealed bids for off-site testing and certification services of electrical shop rubber glove personal protective equipment under IFB-26-0352, with offers due July 1, 2026 at 11:00 a.m. and a pre-offer conference scheduled for June 17, 2026 at 9:00 a.m. via Microsoft Teams. This is a no-value contract (the testing relationship itself carries no fixed contract value; pricing is per-unit and firm-fixed for the initial one-year period).

The scope encompasses complete testing, certification, documentation, and return shipment of high-voltage electrical protective equipment including rubber insulating gloves, sleeves, blankets, hot sticks, rescue hooks, and grounding cables and clusters. All testing must comply with ASTM, ANSI, OSHA, and NFPA standards. The entire service cycle from shipment to return must be completed within approximately 14 calendar days. Testing intervals are every six months for gloves (or immediately if damaged) and every 12 months for blankets and sleeves.

The contract term is five years beginning October 1, 2026 or upon City Council approval, whichever is later, with no extension options. The contractor must have been in operation for a minimum of two years and must provide a certificate of insurance within 14 calendar days of award. Prices are firm and fixed for the initial one-year period on a per-unit basis with FOB destination pricing to various City of Phoenix locations; annual price increases thereafter are subject to Chief Procurement Officer approval with 60 days' written notice and supporting documentation. The contractor must be a local stocking distributor capable of walk-in sales to support daily operations and must provide prepaid UPS labels for outbound shipments; return freight charges must be included in pricing. Liquidated damages are $50 per calendar day for delivery delays. Award goes to the lowest responsive and responsible offeror. Written inquiries are due June 26, 2026 at 11:00 a.m. Payment is made upon final delivery and acceptance; no advance payments are authorized.
