About this file

This is a Small Business Participation Plan (SBPP) annual submission form issued by the City of Phoenix Public Transit Department for professional services contracts subject to the Disadvantaged Business Enterprise - Neutral (DBE-N) program requirements under 49 CFR Part 26. The document establishes the framework for contractors to demonstrate compliance with federal transit requirements and commitment to small business participation on Federal Transit Administration (FTA)-assisted projects. The contractor must submit an updated SBPP annually on the anniversary date of contract execution, identifying current small business relationships and future opportunities for small business engagement. The plan requires contractors to track and report all small business participation through procurements, subcontracts, joint ventures, and goods/services arrangements, with documentation entered monthly into the City of Phoenix Certification and Compliance System at phoenix.gob2g.com.

The SBPP obligates the contractor to use good faith and reasonable efforts to promote small business participation through specific commitments, including contacting the PTD Compliance Specialist for guidance, identifying verified small business suppliers, conducting proactive outreach, and documenting all communications and engagement efforts. The contractor must designate a contract liaison responsible for submitting annual reports and other required documentation to the contracting agency. Supporting documentation must accompany each SBPP submission. The related contract opportunity is for Electrical Shop Rubber Glove Personal Protective Equipment Testing with an effective date upon final signature and recording by the City Clerk, a commencement date of October 1, 2026 or later, and a five-year term with no extension options, terminating upon the earliest of contract completion or termination provisions. The solicitation is available through the City's Procurement Portal.
