About this opportunity

The Orlando Utilities Commission (OUC) is requesting proposals for a comprehensive software platform to pilot Electric Vehicle Supply Equipment (EVSE) maintenance services, with proposals due May 27, 2026, and a pre-response conference on April 23, 2026. OUC is not renewing an incumbent contract — this procurement establishes a new service offering.

The scope covers a cloud-hosted software platform enabling tracking of charger faults, remote monitoring, asset management, dispatch services, training, and inventory management across OUC's service territory, which currently includes over 300 charging stations with approximately 1,200 charging ports. The vendor must integrate with OUC's existing Charge Point Management System (CPMS) via API or other data access methods rather than replacing it. OUC's current EVSE network includes predominantly OCPP-compliant hardware and some proprietary ChargePoint chargers. The platform must accommodate both subscribed and unsubscribed hardware and support mobile app or web-based dashboard access for OUC technicians using phones and tablets; offline capabilities are not required. OUC technicians will perform actual maintenance and preventative work, while the vendor alerts OUC to maintenance needs. OUC will bundle and resell these services to customers.

Vendors must demonstrate at least one year of experience providing EVSE maintenance services and must submit current equipment-brand lists, safety protocols, certifications, and confirm five-year record retention capability. The vendor must supply all applicable ancillary agreements including Master Software License Agreements, SaaS Agreements, and Maintenance and Support Service Agreements. Pricing must remain firm throughout the contract period. The initial contract term is three years with two optional two-year renewal periods at OUC's election.

The vendor must satisfy comprehensive IT security requirements including ISO 27001, SSAE 16, or PCI compliance; encryption standards (AES-256, TLS 1.2+); multi-factor authentication; and demonstration of penetration testing. All data must be stored and transmitted within North America. The vendor must maintain commercial general liability insurance of $2 million and automobile liability of $1 million, with OUC named as additional insured, and comply with E-Verify employment verification requirements under Florida law. OUC will evaluate proposals based on qualifications and experience, responsiveness to requirements, safety and quality programs, financial soundness, and price. Questions are due May 7, 2026.
