About this file

This is Addendum No. 1 to RFP 25 PR 8582 issued by the Orlando Utilities Commission (OUC) in Florida on May 18, 2026, addressing Electric Vehicle Supply Equipment (EVSE) Maintenance Services. The RFP seeks a qualified vendor to provide a comprehensive software platform for tracking charger faults, remote monitoring, asset management, dispatch services, training, and inventory management of EVSE within OUC's service territory. The vendor will alert OUC to maintenance needs, with OUC technicians performing the actual maintenance and preventative work. OUC intends to bundle and sell these services to customers within its service territory. The proposal submission deadline has been extended to May 27, 2026, at 2:00 PM EST. Proposals must be submitted electronically via the VendorLink system, with proposers required to acknowledge receipt of this addendum or risk non-responsiveness. No incumbent provider exists for this contract.

OUC's current EVSE network includes multiple charger makes and models, with the majority being OCPP compliant, though some proprietary ChargePoint chargers are also present. The vendor's software solution must integrate with OUC's existing Charge Point Management System (CPMS) via API or other data access methods rather than replacing it entirely. The platform should accommodate both OCPP-compliant hardware currently subscribed to a CPMS and unsubscribed hardware, and may be designed to manage broader asset types beyond EV charging equipment. OUC technicians use mobile phones and tablets for field work, requiring either mobile app or web-based dashboard access without offline capabilities. Staff training costs will be paid on a product-by-product basis after contract award, with OUC covering additional OEM training fees for newly added products. The software will be cloud-hosted rather than on OUC's internal servers. Electronic signatures are acceptable for required forms including the Statement of Public Entity Crimes and Dispute Disclosure Forms.

6 Are all chargers in OUC's nework OCPP compliant? The majority of OUC's network is OCCP compliant. We also have ChargePoint chargers that are propietary.

7 Exhibit 3: 10.4 Given the subscription-based software licensing model, can OUC clarify how this provision is intended to apply?

8 General - no section Would OUC consider an extension of 1 week to allow proposers sufficient time to prepare proposals based on responses in the Q&AQ? Yes, the submission date has been extended to May 27, 2026.

2.1 Scope of Services –

Software Page 7

Given that EV chargers, as defined by OCPP, can only connect to a single CPMS URL at one time, it appears that the requested software must either:

A. Integrate into the current CPMS to obtain the information (via an API or other reports) ; OR B. Would replace the current CPMS in order to obtain the data to satisfy the tracking of monitoring or Diagnostics information. Which of these (A or B) is correct? If the answer is A, then can you please clarify how the fault or diagnostic data may be accessed (API, Etc.)? If the answer is B, then can you please provide insight into whether there is a need for other CPMS requirements, such as pricing for vending of energy, fleet management, power management? A is correct. Obtaining diagnostic data through API is acceptable and we are open to other solutions if available.

10 1.1 Scope of work Summary Page 5

Does OUC expect the asset management software to be wholly focused on EV charging, or is OUC also considering a platform which can manage a wider variety of equipment assets that require field maintenance and service? Is there an advantage to having a platform with wider set of asset management capability? OUC will consider a platform that can incorporate other asset types.

2.1 Scope of service – software

– Bullet point 10 Page 7
