About this opportunity
The Texas Health and Human Services Commission is requesting sealed bids for electric door maintenance, as-needed repairs, and retrofitting services at the Richmond State Supported Living Center in Richmond, Texas, with bids due August 4, 2026. The contract carries a Utilization of Texas Contractors (UTC) certification requirement and an HUB set-aside if applicable under Texas procurement rules.
The scope covers planned maintenance and inspections on approximately 41 automatic and sliding glass doors — SL 500 (22 units), SW 100 (5 units), Unslide (2 units), SW 200 (4 units), and Horton Slider (8 units) — with two annual preventive-maintenance visits during the initial contract term of September 1, 2026 through August 31, 2027. Services include inspection, cleaning, lubrication, adjustment, repairs, parts, labor, and travel. All work must comply with manufacturer specifications and NFPA 80, 70, 99, and 101; the National Electrical Code; OSHA requirements; and ADA compliance standards. The contractor must provide inspection documentation to the Maintenance Access Control Technician and submit all reports via email within five business days of service completion. The facility reserves the right to add, remove, or adjust equipment and service frequency at its sole discretion.
Bidders must submit pricing on a time-and-materials basis for emergency repairs and maintenance calls, with separate all-inclusive annual pricing for preventive maintenance. Pricing responses must include supervisor and technician standard and outside-hours rates, plus a parts and materials markup percentage. Required submissions include AAADM certification for assigned personnel, completed HHS Solicitation Affirmations (Exhibit A), the completed Exhibit C Pricing Sheet, and the completed Exhibit D Bidder Reference Form (minimum three verifiable references for similar contracts within the last three years). Failure to submit required exhibits results in bid disqualification. Optional electronic submission is available through the HHS Online Bid Room system, which requires IAMOnline registration.
