About this opportunity

Hillsborough County intends to award a sole-source special procurement to Source 1 Solutions, Inc. for turnkey installation of Verizon-compatible eFemto small-cell systems at multiple County facilities for $47,730.55, with a challenge deadline of September 25, 2026 under Section 3-207 of the County's Procurement Policy.

This is a one-time project, not a competitive solicitation. The County states that Source 1 Solutions is the only vendor able to deliver the complete scope—hardware procurement, cabling, configuration, installation, testing, and commissioning—under a single point of accountability. Alternative vendors either subcontract critical portions or cannot independently fulfill the complete scope, creating coordination overhead, schedule delays, and operational risk that make competitive sealed bidding impractical and not financially or operationally advantageous. Source 1 Solutions does not subcontract installation or support, provides free site surveys, offers bundled pricing, and delivers integration programming for eFemto devices on the Verizon network.

The scope encompasses passive Distributed Antenna System (DAS) components with radio-frequency coaxial cabling across four separate County facilities, including Fire Station 21. Work includes RF cabling through ceiling spaces, ceiling-mounted service antennas, RF splitters and couplers, eFemto unit installation in telecommunications or network closets, and connection to customer-provided power and IP backhaul. Installation uses ladders and scissor lifts across retail, office, back-of-house, and network closet areas during normal business hours. The scope excludes full-building coverage guarantees, support for carriers other than Verizon, architectural modifications, core drilling, fire-rated penetrations, and asbestos abatement. System performance depends on Verizon provisioning and activation; the quote includes one post-installation walk test without formal carrier certification.

The procurement is exempt from Registered Small Business Encouragement Program requirements due to the special procurement designation. Funding is through the Information Technology Department's Capital Budget. Absent timely challenges submitted through EUNA Procurement, an award will be made after the close date. The County reserves the right to adjust scope and increase the award in response to changing conditions.

Opportunity text

Hillsborough County intends to recommend the award of a special procurement to Source 1 Solutions, Inc. for turnkey installation of Verizon-compatible eFemto small-cell systems at multiple County facilities, including hardware procurement, cabling, configuration, installation, testing, and commissioning for a one-time project at a cost of $47,730.55. This procurement is being made in accordance with Section 3-207 of the County's Procurement Policy as Source 1 Solutions, Inc., is able to provide the complete turnkey service under a single point of accountability. Alternative vendors explored either subcontract critical portions of the work or cannot independently fulfill the complete scope, resulting in additional coordination requirements, potential schedule delays, and increased operational risk to the County. For these reasons, the application of competitive sealed bidding would be impractical, impracticable, and not financially or operationally advantageous. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly. This notice of intent is not a request for competitive proposals/bids. Contractors who are able and interested in providing all the identified goods and services must submit clear and convincing information to support a challenge to the intended award. Challenges to this procurement must be received no later than the specified Close Date of this Special notice and must be submitted using the "submission" section in EUNA Procurement for this particular procurement. Absent any challenges, an award will likely be made after the Close Date. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists. Any such responses received by the deadline will be evaluated solely for the purpose of determining whether to conduct this procurement as a competitive solicitation.
