About this file
This is a sole source justification letter from Hillsborough County, Florida regarding the procurement of turnkey eFemto small-cell installation services for in-building cellular coverage at multiple County facilities. The County requires reliable and secure cellular infrastructure configured for the Verizon network, which serves as the County's carrier of choice under State Contract. The scope of work includes site surveys, hardware procurement and configuration, cellular infrastructure cabling, material staging, engineering services, project management, and 24/7/365 Network Operations Center support. Source 1 Solutions is identified as the sole source vendor capable of delivering all services in a turnkey manner with a single point of accountability. The County emphasizes that alternative vendors either subcontract critical portions of work or cannot independently fulfill the complete scope, creating coordination challenges, schedule delays, and operational risks that make competitive sealed bidding impractical and not financially or operationally advantageous.
The total contract award is $47,730.55 for this one-time project. Source 1 Solutions distinguishes itself by not subcontracting installation or support services, offering free site surveys, providing bundled pricing that reduces costs, delivering integration programming for eFemto devices on the Verizon network, and providing consolidated project delivery. The procurement is being made under Section 3-207 of the County's Procurement Policy, which permits sole source awards when justified by operational necessity. The County reserves the right to extend the time period, adjust the scope of services in response to changing conditions, and increase the award accordingly. This notice is not a request for competitive proposals; however, contractors interested in challenging the intended award must submit clear and convincing information by the specified close date through the EUNA Procurement submission section.

ToWhom It May Concern
Hillsborough County requires reliable, robust, and secure in-building cellular coverage, tailored to the County’s operational needs across multiple facilities. The County utilizes Verizon as its carrier of choice under the State Contract. Given the critical nature of operations such as Fire Rescue, the deployment of eFemto devices configured specifically for the Verizon cellular network is essential.
To ensure reliability and accountability, these services must be acquired from a single service provider that maintains a direct contractual relationship with Verizon and can provide full support for both installations and day-to-day operations. This provider must be able to deliver all services in a turnkey manner, reducing risks for the County while serving as a single point of accountability.
The County’s requirements may include: site surveys; hardware procurement and configuration;
cellular infrastructure cabling; material staging; engineering services; project management; and a 24x365 Network Operations Center (NOC). All services must be completed on time and on budget.
Source 1 Solutions can provide the above requirements as a sole source vendor. Source 1 Solutions does not subcontract installation or support services, unlike other providers.
Additionally, Source 1 Solutions offers the County free site surveys, bundled pricing that reduces costs, integration programming for eFemto devices on the Verizon network, and consolidated project delivery. These advantages provide the County with financial savings, streamlined operations, and strategic alignment.
By entering into a sole source agreement with Source 1 Solutions, the County benefits from reduced risk, continuity across the cellular network, investment protection, simplified vendor management, and enhanced cost efficiency.
Sincerely, redwards
