About this opportunity

The Idaho Military Division is seeking a procurement for traffic count services through a one-time exemption from competitive procurement. The contract opportunity, located in Ada County, involves obtaining bi-directional traffic volume counts at three locations around the Gowen Field and OCTC sites in Boise, Idaho. Specifically, Quality Counts, LLC has provided an estimate for $9,800 to conduct traffic counts over a 14-day period, with pricing at $3,100-$3,600 per location for 1-3 lane volume assessments. The agency is requesting approval to continue services with the incumbent vendor for a 5-year period, not to exceed $50,000 total. The procurement documents indicate a due date of April 2, 2024, with a pre-proposal conference registration required prior to the submission deadline. The solicitation requires detailed technical documentation, including a cover form, mandatory technical proposal response, and specific administrative attachments that outline the agency's requirements and expectations for the traffic count services.

The procurement does not explicitly indicate specific set-aside designations or restrictions on respondent types. The incumbent vendor, Quality Counts, LLC, is positioned as the preferred provider due to their existing familiarity with the Idaho Military Division's security requirements and procedures. The agency argues that competitive bidding would be impractical and disadvantageous given the specialized nature of the service. The total potential contract value is estimated at $50,000 over a 5-year period, with the current service estimate at $9,800 for a two-week traffic count period. The procurement will be subject to review and final approval by the Department of Purchasing (DOP) Administrator, who retains discretion in granting the exemption from standard competitive procurement processes. Suppliers are invited to provide information that may support or contradict the agency's claim of needing a non-competitive procurement approach.
