About this file

The document is an "ATTACHMENT 4 - COVER FORM" for an Invitation to Negotiate (ITN) issued by the Idaho Military Division requesting an exemption from competition for the purchase of Traffic Counts. The cover form must be completed, signed, and submitted with the proposal. It requires information about the offeror, such as their legal entity status, tax identification number, DUNS number, compliance with the ITN requirements, and affirmations regarding employment practices and proposal validity.

The related state and local contract opportunity is for the Idaho Military Division to procure Traffic Counts. The agency has requested an exemption from competition, which if approved, would allow the agency to purchase the services with limited or no competitive process. Suppliers are invited to provide information that may help support or contradict the agency's claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. The decision to grant the exemption remains at the discretion of the DOP Administrator, and suppliers have no right to appeal the decision.
