About this file

This document is a request from the Idaho Military Division for a one-time exemption from competitive procurement for the purchase of traffic counts services from Quality Counts LLC. The agency is requesting the exemption due to the uniqueness and specialized security requirements of the service, as well as the incumbent vendor's familiarity with the agency's procedures. The agency is seeking approval to continue the service with Quality Counts LLC for a 5-year period at a cost not to exceed $50,000 total.

The agency has provided a quote from Quality Counts LLC for $9,800 for a two-week period of traffic counts, which is the same price as the previous year. The agency cites that competitive bidding would be impractical, disadvantageous, and unreasonable due to the specialized nature of the service and the incumbent vendor's existing knowledge of the agency's security requirements and processes.

Request for the Purchase of: Traffic Counts
Cost attach quote: $9,800.00
Background and Justification attach additional sheets as needed: L2 Data Collection has completed this service last year for $9,800 for a two week span and is familiar with our security, data collection points, data processing, travel time and mileage. They have changed company names from L2 Data Collection to Quality Counts LLC since last year. We are requesting to continue with Quality Counts for a 5 year ongoing need not to exceed $50k in 5 years. It is impractical, disadvantages, and unreasonable for competition due to the property requiring special contracting procedures and it's uniqueness with military security. This company is familiar with our security procedures and has completed the service without disruption to traffic flow in the past. I've attached a quote for the same price as last year for your consideration.
