About this opportunity

The state of Idaho, specifically Ada County, is seeking a Nurse Scheduling Software solution through a Request for Proposal (RFP) process. The Idaho Division of Veterans Services (IDVS) is the primary agency driving this procurement, with the goal of acquiring software that can schedule and track nurses from contracted staffing agencies, including their professional history, credentials, and backgrounds. Currently, the agency is using TimeClock Plus under a one-time exemption from competitive procurement, but seeks a more comprehensive solution that can integrate with the state's HRIS system, LUMA. The procurement appears to be focused on a non-standard Content Manager Solution that can provide robust scheduling, tracking, and personnel management capabilities. The proposal was posted on March 19, 2024, with submissions due by March 22, 2024, indicating an extremely compressed response timeline. While specific evaluation criteria are not explicitly detailed in the available documents, the procurement seems to prioritize software that can seamlessly handle complex staffing agency personnel management and integrate with existing state systems.

The procurement does not explicitly outline set-aside designations or restrictions for disadvantaged enterprises. The incumbent vendor is TimeClock Plus, which currently provides nurse scheduling services under a one-year agreement that has cost approximately $28,576.80 to date. The existing technology infrastructure includes OnBase document management systems, LUMA HRIS, and various integration points with systems like ARRIVOS, which suggests that any new solution must have robust compatibility with these existing platforms. The budget appears to be around $15,000 annually for the scheduling software, though this may not represent the full potential contract value. The procurement is being managed through the Idaho Division of Purchasing, with the Division of Purchasing Administrator retaining discretion over the final vendor selection and potential exemption from standard competitive procurement processes.

Opportunity text

The Idaho Division of Veterans Services has requested an exemption from competition for the purchase of Nurse Scheduling Software. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
