About this file
This document is a Request for One Time Exemption from Competition from the Idaho Division of Purchasing (DOP) on behalf of the Idaho Division of Veterans Services (IDVS). IDVS is requesting an exemption to procure Nurse Scheduling Software from TimeClock Plus without a competitive process. The software will allow IDVS to schedule and track nurses from contracted staffing agencies, including their history, credentials, and backgrounds. IDVS entered a one-year agreement with TimeClock Plus in June 2023, but LUMA, the state's HRIS system, does not currently have the capability to handle the scheduling and tracking of contracted staffing agency personnel. IDVS is requesting the exemption to avoid the cost and disruption of configuring, implementing, and training staff on a new system if another vendor was selected through a competitive process.
The total cost of the one-year extension with TimeClock Plus is $14,968.80, bringing the total expenditure to $28,576.80. IDVS has justified the exemption based on the unique requirements of the software and the impracticality of conducting a competitive process at this time. The DOP Administrator has the discretion to approve or reject the exemption request.

| Background and Justification attach additional sheets as needed: In accordance with IDAPA 38.05.01.41.01(ii), On June 23, 2023 the Idaho Division of Veterans Services entered into a one (1) year agreement with TimeClock, Plus for a software license program that will allow the Idaho State Veterans Homes to schedule and track all the nurses working in the Homes from contracted staffing agencies, their history, credentials and backgrounds. IDVS agreed to a one (1) agreement as it was expected that LUMA would eventually have the capabilities to provide these services. At this time LUMA does not have the capability to include contracted staffing agency schedules, histories, credentials and backgrounds. The cost of this services from June 23, 2023 to June 22, 2024 totaled $13,608.00. In accordance with IDAPA 38.05.01.42.05 (vi), IDVS is requesting that the Division of Purchasing Administrator allow IDVS to enter into agreement with TimeClock, Plus without competition. If solicitation is required, it would cost IDVS additional funds to configure, implement and train IDVS staff and disadvantageous to the Division to remove staff away from their duties in LUMA in order to learn a new program if another vendor were to be selected. The cost for this additional year of service is $14,968.80 bringing the total cost to $28,576.80. | |
