About this opportunity

Multnomah County's Department of County Assets, Facilities and Property Management in Oregon is seeking proposers under RFP-31-2027 for building automation system repair and maintenance, with an optional pre-proposal conference on November 3, 2026 and proposals due December 2, 2026 at 4:00 p.m. PST. The solicitation excludes repair and maintenance of Siemens building automation systems and does not cover capital projects for new system installation. The County strongly encourages participation from minority-owned, women-owned, and emerging small businesses and requires contractors to comply with Oregon's Certification Office for Business Inclusion and Diversity (COBID) policies. This is an encouragement, not a set-aside.

Scope covers building automation system evaluation, installation, replacement, and maintenance across more than 130 County facilities totaling three million square feet, with the repair and maintenance work being the procured service. Contractors must be registered to do business in Oregon, provide current insurance verification and W-9 forms, and pass background checks. Emergency response is required 24/7, with phone response within two hours and on-site response within four hours for emergency BAS failures. Prevailing wage rates apply under Oregon Revised Statutes 279C.800 through 279C.870. Performance and payment bonds are required at the County's discretion.

The County intends to award multiple contracts to responsive and responsible proposers with the highest-scoring proposals. The contract term is five years with one optional five-year renewal. Work is as-needed, and the County may add or remove work depending on funding availability. Compensation is hourly on a time-and-materials basis, with administrative expenses included in hourly rates. Parking expenses and fines are not reimbursable. Hourly rates are fixed for the first contract year. Thereafter, annual adjustments may be proposed but are capped at two percent unless the County approves documented justification for a higher increase. Funding comes from local sources and is not guaranteed year to year.

Proposers access RFP-31-2027 through the County's "Opportunities, Bids and Proposals" page at multco.us or the SciQuest bids portal.
