About this opportunity

The Confederated Tribes of Siletz Indians (CTSI) is soliciting proposals through a Request for Qualifications (RFQ) for a part-time Early Childhood Education Coordinator consultant position to support literacy development and traditional Siletz Dee-ni language acquisition across multiple early childhood programs in Oregon. The coordinator will provide services to CTSI Head Start programs located in Siletz, Lincoln City, Salem, and Portland, as well as the Tenas Illahee Child Care Center (TICCC) in Siletz, with the primary objectives of assessing classroom staff efficacy in implementing literacy and language acquisition activities, identifying improved methods and strategies, and ensuring all activities align with the Head Start Early Learning Framework, Creative Curriculum, Teaching Strategies Gold, and Head Start School Readiness Goals. Required qualifications include a Bachelor's Degree in Early Childhood Education, completion of background checks through the Department of Early Learning and Care Central Background Registry or documented state and federal criminal history checks, a minimum of three years of teaching experience in an early childhood program, and three professional references. Proposals will be evaluated on a 100-point scale based on experience and capability (45 points), evidence of completeness and quality of service delivery (40 points), and Indian preference eligibility (15 points maximum). The proposal submission deadline is May 29, 2026 at 4:00 p.m. Pacific Time, with the anticipated contract period running from June 1, 2026 through June 30, 2027, and award notice to be provided within 10 business days of selection.

This solicitation is unrestricted but subject to Indian preference in accordance with CTSI's Tribal Plan of Operations, with Indian-owned and controlled companies required to provide proof of at least 51 percent Indian ownership and control to claim preference points. No incumbent vendors or current contractors are identified in the procurement documentation. The consultant position is compensated at $60.00 per hour with a maximum contract value not to exceed $62,400.00, which includes incidental expenses for travel and office supplies. Proposals must remain valid for 90 days from the due date, and award is contingent upon successful contract negotiations. CTSI reserves the right to cancel the RFQ or reject any or all proposals for any reason.
