About this opportunity

Jordan School District (JSD) in Utah is seeking proposals for an E-Rate Network Switch Upgrade through RFP #26TH04P5, with the primary objective of procuring 383 HPE Aruba Networking 6200F 48G Class 4 POE 4SFP+ 740 W switches for new and existing schools. The procurement aims to upgrade the district's network infrastructure, with vendors required to provide comprehensive implementation costs including hardware, software, professional services, installation, onsite engineering, and training. Proposals will be evaluated across three stages: responsiveness, technical proposal, and cost proposal, with a maximum of 150 technical points (minimum threshold of 112.5 points) and 70 cost points. The RFP was released on November 12, 2025, with proposal questions due by January 5, 2026, and final proposals due on January 12, 2026, at 12:00 p.m. MST. Technical evaluation criteria include switch core functionality, installation and configuration, network security, technical requirements, and implementation assistance, with vendors required to demonstrate compatibility with existing network environments and provide detailed narratives explaining how proposed switches meet or exceed functionality requirements.

The solicitation includes specific restrictions and requirements for potential vendors, including a mandatory compliance with Utah Code 63G-27, which prohibits economic boycotts of specific entities, including the State of Israel. Vendors must be within 100 miles of the district office and provide their USAC-issued Service Provider Identification Number (SPIN). While the RFP indicates a preference for HPE/Aruba switches, equivalent brands may be considered if they maintain current functionality levels. The contract will be for an initial one-year period with options to renew for four additional one-year terms, potentially extending to a maximum of five years. Vendors must comply with various state requirements, including URS Post-Retired Verification for independent contractors and student data privacy agreements. Though a specific budget range is not explicitly stated, the comprehensive nature of the upgrade and the requirement for 383 network switches suggests a significant procurement value. The final award will be determined by the most advantageous proposal, considering both technical capabilities and cost, with ultimate approval contingent on the JSD Board of Education.
