About this opportunity
The Maine Military Authority is requesting bids for a one-year supply contract for Durablack Blanks (model MADBCAM-4x525x020) to support vehicle and equipment refurbishment and maintenance at production facilities in Limestone, Maine, with bids due September 11, 2012.
The projected 12-month purchase volume is 1,400 units on a fixed unit-price basis, FOB destination (Limestone, ME 04750), with all freight and delivery charges prepaid by the contractor. The State of Maine reserves the right to extend the contract beyond the initial one-year term with contractor consent and to terminate with 30 days' written notice. No guaranteed minimum or maximum volumes apply; actual purchase quantities depend on the buyer's production and supply needs. First delivery is required within 30 days of contract award.
Bidders must submit responses using the State's Bid Response Data spreadsheet template with all mandatory columns (A through M) completed, including normal lead times in calendar days and availability quantities for specified delivery dates. Pricing must be guaranteed through a specified date. Bids must include certificates of conformance to military and OEM standards, product samples for evaluation at the contractor's expense, and confirmation of screening through the federal Excluded Parties List System (EPLS). Buy American Act compliance is required. Bidders proposing government surplus property must provide complete descriptions including source agency and acquisition dates.
The State will award to the lowest responsible bidder offering the best overall value, considering quality, specifications conformance, delivery dates, and cost. Cash discounts of 20 days or more will be evaluated in award decisions; shorter discounts will not factor into the determination. The State is exempt from federal and state sales taxes and reserves the right to reject any or all bids, waive formalities, and adjust quantities by up to 10 percent. In tie situations, preference is given to in-state bidders or those offering Maine-produced commodities. A Debarment Certification is required as a pre-award condition.
