About this opportunity

The Pennsylvania Department of Drug and Alcohol Programs is soliciting qualifications for drug and alcohol training services under an Invitation to Qualify, with a due date of April 18, 2029. This is a pre-qualification procurement establishing a pool of vetted contractors available for future training engagements.

Contractors must develop, design, moderate, and present training programs on behalf of DDAP and coach other trainers to enhance service delivery across the Commonwealth. The qualification-based selection process does not follow traditional competitive bidding. All applicants must register as Pennsylvania suppliers through the PA Supplier Portal to obtain a vendor number, then create a user profile in the JAGGAER procurement portal to submit qualification requirements electronically; no other submission methods are permitted. Technical support for JAGGAER is available at 1-800-233-1121 (option 2).

Contract terms run from a specified commencement date through an expiration date, with the Commonwealth retaining the right to renew for one additional five-year term upon written notice prior to expiration and to extend any single term for up to three months. The contract may be terminated for convenience, for cause including default, or due to non-appropriation of funds. All contractor and subcontractor employees must pass background checks conducted annually and prior to initial facility access.

Compensation is limited to quoted prices; travel and per diem are not reimbursable unless specifically authorized. The Commonwealth pays via ACH transfer within 30 days of proper invoice receipt. Invoices must contain vendor name, remit address, SAP vendor number, purchase order number, delivery address, service descriptions, quantities, unit prices, and delivery dates. Contractors must maintain billing accounts with each using agency and invoice them directly.

Minimum wage for all contractor and subcontractor personnel is $15.00 per hour, adjusted annually for cost-of-living. The contractor is the independent prime contractor responsible for all services, whether provided directly or through subcontractors, and must comply with federal and state law, nondiscrimination, ADA, data security, and contractor integrity requirements.
