About this file

This is a Code of Conduct document for the Pennsylvania Department of Drug and Alcohol Programs (DDAP) related to a Drug and Alcohol Training Services Invitation to Qualify (ITQ). The document establishes conduct standards for service providers selected to develop, design, moderate, and present training programs on behalf of DDAP, as well as to coach other trainers in improving service delivery capabilities to support the Commonwealth. The ITQ seeks to qualify responsible and responsive contractors capable of delivering comprehensive training services that enhance the skills of individuals serving the Commonwealth's drug and alcohol program needs.

To participate in this opportunity, suppliers must complete a multi-step registration process beginning with registration as a PA Supplier through the PA Supplier Portal to obtain a vendor number, followed by creation of a user profile within the JAGGAER portal to submit qualification requirements electronically. All qualifications must be submitted through the JAGGAER system, with technical support available through JAGGAER Supplier Support at 1-800-233-1121 (option 2). The ITQ structure allows DDAP to pre-qualify multiple service providers capable of delivering training services, establishing a pool of vetted contractors available for future training initiatives without requiring individual competitive procurements for each training engagement.
