About this opportunity

The City of Hayward is requesting sealed proposals for the Drone as First Responder (DFR) Program under RFP 26-059, with proposals due July 13, 2026 at 4:00 p.m. through the City's eProcurement Portal.

Mandatory compliance certifications include a Non-Collusion Affidavit executed and notarized in California; an Affirmation of Non-Involvement in Development or Production of Nuclear Weapons under City Ordinance 87-024 C.S.; and a Nondiscriminatory Affirmative Action Certification Statement. Contractors meeting the threshold of nonconstruction contracts estimated at $10,000 or more annually or $25,000 or more regardless of payment structure and employing more than ten persons must furnish employment practice information and attend a compliance conference demonstrating nondiscrimination commitment. Violations of nondiscriminatory employment practices carry penalties up to $250 per day or one percent of total contract amount, whichever is greater, and potential debarment from City contracts for up to one year.

The scope involves drone services to support first responder operations within Hayward. Operations will be governed by City of Hayward Policy 611 (Unmanned Aerial System), which establishes operational authorization, pilot certification standards, flight restriction zones, maintenance protocols, data handling procedures, and coordination between departments utilizing drone technology.

Successful bidders must obtain a City of Hayward business license prior to work initiation, procure all necessary permits, and maintain Workers' Compensation and Employer's Liability Insurance plus Public Liability Insurance with minimum single limits of $1 million, naming the City as a named insured with primary coverage. All insurance must be placed with California-admitted carriers holding A.M. Best's Rating of no less than A:XI. Prevailing wage compliance under California Labor Code Sections 1771 and 1777.5 is required, with certified payroll records due within ten days of City request.

The source does not disclose estimated contract value, contract term, incumbent contractor, evaluation criteria, or technical specifications beyond the operational policy framework.
